Value Added Tax

Value Added Tax (or VAT) is an indirect tax imposed on some goods and services. VAT is applied in more than 160 countries around the world as a reliable source of revenue for state budgets.

Introduction
VAT is imposed at each stage of the supply chain from the production and distribution to the final sale of the good or service. Saudi Arabia is committed to imposing VAT by Royal Decree No. (M/113) dated 2/11 /1438H and its executive regulations, with effect from 1 January 2018 (Rabi Al-Thani 14, 1439H). VAT will be introduced at a standard rate of 5%

.پاسپورٹ فارم چارمرحلوں پر مشتمل ھوگا جس میں ایک کاپی کسٹمر يعنی جمع کروانیوالے کے لیے ھوگی دوسری کاپی پاسپورٹ آفس والو کے لیے تیسری کاپی بینک برانچ اور چوتھی  کاپی ہمارے وزارتِ خزانہ والوں کے لیے ھوگی . یہاں میں دو باتیں اور کرنا چاھوں گا کے بینک والے آپکو دو کاپیاں پاسپورٹ فارم کی دیگا ایک کسٹمر یعنی فارم جمع کروانے والے کے لیے اور دوسری کاپی پاسپورٹ آفس والوں کے لیے جو کے آپ کو دونوں کاپیاں پاسپورٹ آفس میں جمع کروانا ہوں گی.

یہاں آپ کے علم میں اضافہ کرنا چاھوں گا کے یہ سب پراسیس آپکو پاسپورٹ آفس جا کر بھی میسر آ سکتا ہے لیکن وہاں رش ہونے کی وجہ سے آپکا قیمتی وقت ضائع ہو سکتا ہے تو بہتر یہی ہے کے آپ اپنا کام پہلے سے ہی ختم کر کے جائیں تا کے آپکا قیمتی وقت بچ سکے اور آپ بآسانی پاسپورٹ پراسیس میں شامل ہو سکیں .


پاسپورٹ فیس 

پاسپورٹ فیس مختلف نوعیت کی ہو سکتی ہے جیسا کے اگر آپ نیا پاسپورٹ ( فریش پاسپورٹ ) بنوانا چاھتے ہیں تو اس کے لیے صرف آپکو تِین ہزار 3000 روپے جمع کروانا ہوں گے اور ساتھ بینک کی فیس ھوگی جو کے لگ بھگ 25 روپے ھوگی . آپ سب کی آسانی کے لیے یہاں میں مکمل طور پر حل شدہ پاسپورٹ فارم کی تصویر لگا رہا ہوں ، ملاحظہ کیجے گا .

دوسری طرف اگر آپکا پاسپورٹ گم ہو چکا ہے اور آپ نیا پاسپورٹ بنوانا چاھتے ہیں تو اسکی فیس ڈبل ھوگی یعنی چھے ہزار 6000 روپے ھوگی اور پاسپورٹ فارم کے ساتھ آپکو ایف آئی آر FIR جو کے آپ کے قریبی تھانے سے کٹوائی ھوگی اسکی اوریجنل کاپی لگانا ھوگی . 

پاسپورٹ آفس کا ایڈریس 


اوپر دیئے گئے سب کاموں کے بعد آپکو اپنے علاقے کے قریب ترین پاسپورٹ آفس کی طرف رُجوع کرنا ھوگا . یہاں میں مثال کے لیے راولپنڈی کے پاسپورٹ آفس کا پتہ آپ سب کی نظر کرنا چاہوں گا ، ( ریلوے روڈ بیکری چوک راولپنڈی ) .

پاسپورٹ بنوانے کا طریقہ 

ناظرین پاسپورٹ بنوانے کا طریقہ بہت آسان ہے . اگر آپ میری تحریر کو غور سے ملاحظہ فرمائیں گے تو آپ کو مشکل دَر پیش نہیں آے گی . ملاحظہ کیجئے گا ،

1.سب سے پہلے آپ نے اپنے قریبی پاسپورٹ آفس جانا ہے.
2 . اگر آپ نے اپنا پاسپورٹ فارم والا کام مکمل کر لیا ہے تو آپکو صرف پاسپورٹ آفس جا کر لائن میں کھڑا ہو جانا ہے اور اپنی باری کا انتظار کرنا ہے .
3 . وہاں موجود سکیورٹی پر مامور گارڈز آپکو تِین تِین یا چار چار فرد کر کے اندربھیجیں گا .
4 . اس کے بعد اگلا مرحلہ شروع ھوگا جس میں سب سے پہلے آپکی تصویر لی جائے گی . آپ نے اپنا شناختی کارڈ اور فارم جو آپ کے پاس ھوگا وہ متعلقہ شخص کو دینا ہے . وہ آپکو ایک کمپیوٹرائزڈ سلپ جاری کریں گا جس کے بعد اگلا مرحلہ شروع ھوگا .

5 . اِس مرحلے میں آپکو اپنے انگلیوں کے نشان دینے ہیں . جس میں سیدھے اور الٹے ہاتھ کے انگلیوں کے نشان متعلقہ شخص آپ سے بائیو میٹرک مشین پر لے گا ، اور یہاں بیٹھ کے آپکو اپنی باری کا انتظار کرنا ھوگا ، جوکے متعلقہ شخص آپکو آپکےکے نمبر کے مطابق بلائے گا . اِس لیے آپکو تحمل سے اپنی باری کا انتظار کرنا ھوگا .

6 . انگلیوں کے نشان کے بعد آپکو اگلے مرحلے کے لیے اپنی باری کا انتظار کرنا ھوگا جوکے کمپیوٹرائزڈ فارم فل کرنے کا مرحلہ ہے . جس میں متعلقہ شخص آپ سے آپکا نام اور دیگر معلومات پوچھے گا . اِس مرحلے میں آسانی کے لیے آپ اپنا شناختی کارڈ متعلقہ شخص کو دینگے جس سے وہ آپکا فارم فل کرے گا اور آخر میں آپکے کے دستخط لے گا جس کے بعد اگلے مرحلے کے لیے آپکو پِھر انتظار کرنا ھوگا اپنی باری کا .

7 . اِس مرحلے میں آپ اپنا فارم متعلقہ شخص کو دینگے اور وہ آپکو اس فارم کی تصدیق کر کے دیگا جس کے بعد آپ آخری مرحلے میں داخل ہو جائیں گے.

8 . اِس مرحلے میں آپ اپنی باری پر پاسپورٹ سپرینٹینڈنٹ آفیسر کے پاس جائیں گے جہاں وہ آپ سے آپکا تصدیق شدہ فارم لے لے گا اور آپ سے چند سوالات جو کے آپکی شخصیت کے بارے میں ہوں گے پوچھے گا اور آپ کو جانے کا کہے گا جس کے بعد آپ سب مرحلوں سے بآسانی فارغ ہو جائیں گے اور بیس سے پچیس دن میں آپ اپنا پاسپورٹ ، پاسپورٹ آفس سے لے سکیں گے۔

Partial List of Iqama System Violation & Penalties

Numbers of Violation and Penalties

1 Non-reporting for Iqama renewal prior to 3 days of its expiry without applicable reason.

• If the applicant's employer is an individual or private company or establishment, he shall be required to pay double the Iqama fees.
• If the applicant is working for a governmental institute, the institute is responsible for submitting new Iqama and Iqama renewal requests of their personnel within 2 months of recruiting them and before its expiry. In case of delay, the institution shall be required to investigate with the employee responsible for this delay to decide the disciplinary action for such violation.

2 Resident who fails to prove his holding of an Iqama and all information he was asked to present during his residency in the Kingdom

If he failed to provide an applicable reason for the concerned authority, he shall be fined as
follows:
• SAR 1000 first instance
• SAR 2000 second instance
• SAR 3000 third instance

3 Non-reporting to cancel or renew exit/reentry visa or final exit visa prior to its expiry

He shall be fined as follows:
• SAR 1000 first instance
• SAR 2000 second instance
• SAR 3000 third instance
• He shall be provided with a new visa if required, as per the statutory procedures.

4 Non-reporting loss of passport or Iqama within 24 hours as a maximum

He shall be fined as follows:
• SAR 1000 first instance
• SAR 2000 second instance
• SAR 3000 third instance

5 Practice of work by the dependents such as wives and children

He shall be fined as follows:
• SAR 1000 first instance
• SAR 2000 second instance
• SAR 3000 third instance and the issue will be referred to the Minister of Interior for his direction towards termination of the violator's Iqama and deport him.

6 Overstaying in the Kingdom upon visa expiry

• The violator shall be subjected to statutory penalties as custody, fining and deporting.
• Finalizing his deporting procedures after collecting the statutory fines, issue an exit visa for him and expedite his travel.
• If the violator came to visit a resident, the matter shall be referred to the Minister of Interior to issue directives towards the resident who harboured him to terminate his Iqama and deport him.

7 Employing an expatriate with a visitor's visa

• If the visa was valid he shall be deported.
• If the visa was expired he shall be deported after implementing the statutory procedures.
• The employer shall be fined according to the statutory measures, if the employer is an
expatriate resident; he will be reported to the authorities after implementing the statuary penalties towards him, to consider his deportation.

8 Obtaining or helping an individual to obtain a forge Iqama or visa by himself. Taking employment or helping any individual to take an employment based on forgery or cheating.

• If the violator is an expatriate, he shall be fined SAR 10,000 or imprisoned for 3 months or both, along with the termination of his Iqama and deportation from the Kingdom.
• If the violator is a Saudi Citizen, he shall be fined SAR 10,000 S.R. the first time. SAR 15,000 for the second time along with one month imprisonment. SAR 15,000 for the third time along with 3 months imprisonment. Type of violation shall be considered while applying the penalty.
• These penalties are applicable to the principal perpetrator, partner and contributor.
• Paid money shall be confiscated in all cases.
• Fines are multiplied according to the number of individuals involved and violations.

9 Return of the deported alien to the Kingdom after his expulsion.

• In the first instance, the fine is SAR 1000 and re-deportation.
• For the second instance, the fine is SAR 2000, along with 5 months imprisonment and re-deportation.
• The fine shall be collected from the deportee immediately upon showing his readiness to pay it, to avoid the possibility of delaying during the finalization of his procedures.

10 Non-reporting (by the employer) regarding a runaway employee in accordance with instructions regulating this matter.

• In the first instance, the employer fine is SAR 5,000. The second instance, fine is SAR 10,000 and for third, fine is SAR 15,000 in addition to one-month imprisonment.
• Fines are multiplied according to the number of non-reported runaway employees.
• The runaway employee shall be deported at his employer's expense. If he was working on his own, he shall be deported at his own expense.
• In the first instance, the violator shall be derived from the right to recruit expatriates for one year. Two years for the second instance and three years for the third.
• Sending a copy of the management notification to the patrol command to investigate the establishment's status.

11 Resident working for another employer or for his own account.

• Termination of his Iqama and he shall be deported.

12 Transporting expatriates who don't have legal Iqama (resident permit), expatriates with an expired visa or
without IDs within Kingdom regions, including their transport to the Holy shrine of Hajj and Umrah, by means of transport.

• For the first instance, the carrier fine is SAR 10,000 and one-month imprisonment. Second instance fine is SAR 20,000 and three months imprisonment. Third instance fine is SAR 30,000 and six months imprisonment.
• Fines are multiplied according to the number of individuals involved.
• Means of land transport shall be confiscated in case of repeating violation, whether such means were owned by the carrier, the accessory or the colluding party.
• No confiscation may be effected unless by a judicial judgment.
• Publish the violator's penalty in the local press with the judgment thereon according to the censure instructions.
• If the carrier is an expatriate resident, his Iqama shall be terminated and he shall be deported to his country after the application of the penalty taken against him.

13 An expatriate working for an employer other than the one recruited him and whose name is noted down in his work permit, prior to his release by the latter and the approval of the concerned authority on the services transfer.

• The employee shall be deported from the country and deprived of the right to return to the Kingdom before the lapse of two years from his deportation date.
• Provide a copy of the worker's travel documents to the Ministry of Foreign Affairs in order to prevent him from coming back during the above-mentioned ban period.

14 Submission of false notification regarding a runaway expatriates from their sponsors.

• Violator's fine is SAR 5,000 in addition to submitting a written notification to the authority which issued his license in order to study the establishment's status.

15 Harboring a runaway expatriate from the employer who recruited him.

• The runaway expatriate fine is SAR 2,000 or two weeks imprisonment with the termination of his Iqama.
• The citizen violator fine is SAR 2,000 or two weeks imprisonment for the first instance. Second instance fine is SAR 3,000 or six weeks imprisonment.
• The runaway expatriate procedures shall be finalized and he shall be deported at the expense of the party harboured him.

16 Runaway resident who was captured by the security authorities or by his employer.

• The runaway resident shall be arrested until the finalization of his deportation procedures.
• The runaway resident shall be deported at the expense of the party that harboured or employed him. If he was captured working for his own account, he shall be deported at his own expense. The employer shall not be obliged to deport him if the period of the notice exceeded three months. He shall then be deported at the expense of the state by written permission from the General Director of Passports.
